The Early Head Start (EHS) program provides early , continuous, intensive, and comprehensive child development and family support services for 150 children (birth to 3 years-old) and their families in the areas of highest need in Palm Beach County. Service areas include: Belle Glade (33430), Pahokee (33476), West Palm Beach (33401 and 33407), and Riviera Beach (33404).
The OEL Provider Portal is a state-wide computer information system for your Child Care Resource and Referral (CCR&R) profile, School Readiness (SR) and Voluntary Prekindergarten (VPK) contracts, document maintenance of VPK classrooms, and access to live/ updated enrollments/attendance! As of July 1, 2018... Providers will submit their annual contracts (for SR and VPK programs) along with supporting documentation and monthly attendance rosters through the new OEL Provider Portal.
The BlueJean Provider Portal is a locally-developed web-based system for child care providers to submit information electronically for the Children's Services Council (CSC) Scholarship program (including the annual contracts, supporting documentation, and montly attendance rosters) and the online Developmental Screening module: ASQ-Online.
Our free developmental screening and assessment programs within Palm Beach County provide families an opportunity to ensure their child’s development is healthy. Through screening and assessment, providers and families can find the necessary tools and activities to support each child in meeting age-appropriate milestones.
GOLD is an authentic and formative early childhood assessment tool; a web-based application that supports early education practitioners to observe and document demonstrated abilities of children from birth to Kindergarten.

Florida’s School Readiness Program or SR offers financial assistance to eligible low-income families for early education and care so they can become financially self-sufficient and their young children can be successful in school in the future. Services vary based on individual needs and range from extended day care to after-school and school-age care in some instances.
Florida’s Voluntary Prekindergarten Education Program or VPK is a free educational program that prepares 4-year-olds for kindergarten and beyond. Children must live in Florida and be 4 on or before September 1 of the school year they enroll.
