What is the Education Stabilization Fund (ESF)? On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) was signed into law. The act established the Education Stabilization Fund (ESF) and allocated $30.75 billion to the U.S. Department of Education.
The ESF is composed of three primary emergency relief funds: (1) a Governor’s Emergency Education Relief (GEER) Fund, (2) an Elementary and Secondary School Emergency Relief (ESSER) Fund, and (3) a Higher Education Emergency Relief (HEER) Fund.
The children's village and is now home to 162 children who are orphaned or abandoned. The village has a kindergarten, a school, a training workshop, and an agricultural project. Every child lives together with nine “step-siblings” and one “step-mother” in one of the 17 family houses.
According to German law, Emergency Childminding services are only availlable for single parents, to households with both parents working or in other extreme medical cases which affect the health of a child. Proof of such eligibility will need to be provided in the form of a legal document. Information on this can be found below.

The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA Act), was signed into law on December 27, 2020 and added $81.9 billion to the ESF. In March 2021, the American Rescue Plan Act (ARP Act), in support of ongoing state and institutional COVID-19 recovery efforts, added more than $170 billion to the ESF.
