Generally speaking, any Oregon family can enroll in a virtual charter school but will need to fill out an Intent to Enroll form with their local district. Up to 3% of the districts enroll can enroll with no denial. After 3% of the local district is enrolled in ANY virtual charter school they can deny an enrollment request. There is an appeal process available through the Oregon Department of Education.
